It is definitely possible to reap a lot of those things with monoliths. Separating internal code using libraries (as the sibling poster said), using different server clusters to serve different routes, deploying those clusters independently if possible, using multiple databases, separating the applications in different "areas" maintained by different teams. The one thing microservices can do that monoliths can't, however, is allowing as many different languages.
