I can barely get some people to do a week off eating red meat, imagine going cold turkey completely. If people haven't revolted about other stuff they definitely will for saving their meat consumption.
People are guided by two things. What others do first and after some programming what they're used to or comoulswd or addicted.
So not a conscious one.

During the Vietnam War, heroin usage among U.S. enlisted men was high, with estimates indicating that 34% to 43% of service members tried the drug, and roughly 10% to 20% were addicted.
Nixon was in panic about bringing heroin addicted killers back home.
Which they did. And nothing happened. The ones who had issues before leaving to Nam continued using but almost everyone who started there quit and perhaps tried again.
With conscious design of the society I don't think there's any habit we can't change should we decide.
Just remove the AG subsidies and this will be mostly fixed in no time.
